On March 6, 2025, Dave Joyce expressed his honor at attending the "2025 Great Lakes Congressional Breakfast Reception." He highlighted the importance of discussions with local officials and policymakers focused on protecting the Great Lakes.

In response, he announced reintroducing legislation aimed at combating these issues: "I reintroduced the Harmful Algal Bloom and Hypoxia Research and Control Amendments Act."
