On January 31, 2025, Joyce highlighted the widespread issue of harmful algal blooms affecting ecosystems across all 50 states. He stated: "Harmful algal blooms occur in all 50 states, damaging ecosystems and costing local economies millions. I introduced the Harmful Algal Bloom and Hypoxia Research and Control Amendments Act to monitor, prevent, and mitigate harmful algal blooms."

Later that day, Joyce addressed healthcare barriers faced by tribal communities. He emphasized the need for change with his introduction of new legislation: "Tribal communities face too many barriers in accessing quality healthcare, and it needs to change. I introduced the Stronger Engagement for Indian Health Needs Act to make sure these communities will have well-positioned advocates at HHS going forward."
