Congressman Dave Joyce, who represents Ohio’s 14th district in the U.S. House of Representatives, has issued a statement regarding the recent lapse in appropriations that led to a partial shutdown of government activities and agencies. Joyce voted in favor of H.R. 5371, the Continuing Appropriations and Extensions Act, 2026, which passed the House on September 19, 2025, and is now awaiting action in the Senate. The proposed legislation would extend federal funding through November 21, 2025.
“In early September, House Republicans passed a clean continuing resolution (CR) to provide Congress additional time to negotiate the twelve appropriations bills that have already passed the House committee, ensuring critical government operations continue without disruption. This measure was passed in the House to protect federal workers, maintain essential services, and give lawmakers the opportunity to address funding in a responsible, bipartisan manner over the next seven weeks. As Chairman of the House Appropriations Subcommittee on Financial Services and General Government, I consistently work to pass twelve appropriations bills, thereby funding the government. A government shutdown will only hurt our country.”
Joyce stated that “the funding deadline has passed,” attributing the current shutdown to Senate Democrats’ failure to reach an agreement on approving what he called a “clean, short-term CR.” He warned that this lapse will result in unpaid military personnel and disruptions to important government services for millions of Americans. Joyce also noted potential negative effects on economic growth and increased taxpayer costs.
“It is time for Senate Democrats to come to an agreement to pass the CR, so that we may continue working on the twelve appropriations bills and restore regular order to the government funding process,” he said.
David Joyce has represented Ohio’s 14th District since replacing Steve LaTourette in 2013. He was born in Cleveland in 1957 and currently lives in South Russell. Joyce graduated from the University of Dayton with a bachelor’s degree in 1979 and earned his law degree there in 1982.
